I think they should add a second path to reform the Roman Empire - if a single ruler inherits the titles of both the Byzantine Empire and Holy Roman Empire at the same time, and they hold Rome itself (like what seems to have happened at 1:26 in this video), they should have a special decision to merge the two empires and form Rome without having to hold any other duchies.
I'll be honest it really annoys me when the timelapse goes on beyond 1450, it feels like whoever was on top then 'wins' and everyone after that is just cheating
