Your whole statement is wrong.. In your first measurement, (3.1 +_ 0.1), the minimum sig fig is 1 (0.1 - leading zeroes are ignored) and finally, when writing in proper form, you match the number of decimal places, not sig figs. Sig figs only matter when you are multiplying/dividing measurements. When adding/subtracting measurements, decimal place matters even if the number of sig fig is unmatched.
