  • This set of mini-lectures focuses on how to solve problems faced by the government, the private sector, and civil societies in developing and transitional countries. In these lectures, and in the programs that we run for rising leaders in the developing world, we try to deepen understanding of the causes underlying social and economic problems and provide some tools that can be helpful in addressing those problems.
In this lesson, we will begin with an exploration of Problem Definition in the Policy Problem-Solving Framework. We will initially focus on defining the problem, understanding stakeholders, mapping causes, and defining the scope.
    Students will become familiar with:
Defining the problem in a public policy setting
Using a “causal map” as a tool to map out the challenge by working backward
Selecting an appropriate problem that can be addressed, i.e. is “solvable”
How to outline a theory of change from a causal map

This sounds a lot like a design thinking framework. It's good to see it used outside product design!
