Weather changing in aoe2 would be very interesting new feature. It would had significant impact on gameplay. Lets say for example snowing would change the terrain to the one with snow and the water would freeze making some water type terrain unable to sail through and I mean shallow water would turn to ice making it impossible for ships to sail and land units would be slower as they should be when walking on snow. During the night LOS of all units should be reduced by half and even mixing some type of weather changes would turn out to be fun. All I say is aoe2 needs this feature to bring some fresh and interesting changes. Also the things you mentioned like impact of rain for gunpowder units' effectiveness would for sure be a key for some scenarios and gameplays.
I think having shadows of passing clouds would make for an interesting visual considering how zoomed out the player is from the terrain. It would be much more complex mechanics to add than map-wide weather effects, but a brief visual respite from the baking sun of the typically clear sky would add a bit more variation for just a small effort.
As long as the precipitation is mostly seen in the fog of war, it wouldn't disturb gameplay much at all. And it would be a nice mood, like the map is being obscured by the rain or snow
