I think you are slightly out of date. This Huawei chip is the 3rd iteration and the previous 910B has been in production and sold. Huawei and several other chip designers in China have AI chip design but no one to make them until SMIC developed the 7nm process. You can make AI chips with any process, 7nm or 4nm, the difference is power consumption and processing power. The problem is a commercial one, power vs price. If this was for military use only, they could build very large inefficient server farms that still does the job. The issue is a commercial one. And AI applications can run on analog chips or process in memory chips. AI chips design is not cutting edge, it is more like matured tech looking for improvements. And ASML is not the only producer of lithography machines, just the most advanced ones. China has its own litho producer.
China is fortunate to have the best government in the world, the CPC government. China is also fortunate to have the best opposition party in the world, the USA which force the CPC government to excel and perform at maximum capacity.

China might be making AI chips with bigger circuits and use more energy. But that is not a huge problem with China making the most of the solar panels and producing more renewable energy than any other country.

You don't understand about AI chip. AI chip is just a chip that capable to do matrix computation fast. In general purpose processor the arithmetic logic unit (ALU) only capable processing 2 variable (64 bit variable for 64 bit processor) at one time.
AI is the new real estate in China now. Unlimited amount of funding. for both application and GPU development. According to the feedback from the implemented computer centre. The Chinese computational GPU is about 70% of Nivida offering. but you can scale up to make up the performance difference.

Also there are over 45,000 chinese student purchasing engineering undergraduate, 40,000 master student'd and 36,000 phd holdersholders in STEM feilds in USA which mostly like will return back to china... Even if 20% of that student get jobs in usa firms even 1% of them involve in espoinage.. It can easily overcome its technology barriers as it is already a manufacturing hub..
