yes you can say this track is inspired from what time is love. maybe this producer have heard that tune in the past and while producing he unconsciously created his tune which has a little essence of what time is love. we cannot say its copied. instead lets give a round of applause for this great production

Because The KLF is a band who had a quite an influence on electronic music. What Time Is Love was a very famous single, quite revolutionairy. Btw.produced in multiple versions and remixes. Back to the point itself: i do not say it's plagiarism, but the resemblance of the main melody is more than uncanny, it is and stays almost 100% alike. We better hope the artist not getting any legal issues with it
