CVs in general have worst launching time than BBs (CVs around 22s and BBs around 20s on average) so it's difficult to synch airstrikes with Helena's Radar Scan for example. By having more RLD you can synch your airstrikes easier for full auto clears
What Lean said and if you use 457s, then having more reload messes with your auto timing with Helena more than it already does. I'll only farm out BB reload when I can squeeze in another volley in meta 15s which is probably another 4-5 more reload than what the current amount is (14).
Permastats also count towards the hard mode stat requirements (Cats bonus does not) so it gives more flexibility to the fleet composition. For example if you have eva+15 for DDs and want to run three DDs for your fleet that is eva+45 which actually is significant. Also it is often overlooked, but permastats only apply to max limit breaked ships in PVE. Usually it is not a problem, but if you use any PR/DR ships prior to dev30 they are systematically not max limit breaked so they don't get any of the permastats bonus.
You kind of started a big new projekt for me now.i want to farm those stats^^ But i have a Question. Do the First-Generation Carrier Skill of Langley and Houshou stack? In the Skilldiscreption it doesnt say that it dont. and in some other skills it is mention that they dont stack with the same skill, like Kazagumos air raid assistance. and the other question is does the First-Generation Carrier Skill also apply to CVL?
Hope they add another way to farm cog chips or maybe buff the daily stage drop. It's so easy now to level up ships but this cog chips are the wall to max them all out.
I been lvling ship to 120 not coz of the Permanent stat but because I want a full lvl 120 FACTION Ship for my favorite faction, KMS, I have like almost every KMS ship to lvl 120 and i'm only having problem with the Subs and DD xD

They said on Shinano patch "only 1 UR this year (for 2020)" and it makes sense cause they release her at the last third of the year, they did not say anything about 1 UR per year.

I'm just wondering if IB fleet level will ever be raised from level 4 max. Im at 2700 out of 1700, so feels bad.

That's really big, i though that the buffs for lvl 120 only applied to the leveled ship, not for every ship with that category
You forgot to mention that these stats only apply to ships that are max limit broken. And only to PR ships that are Dev 30
