I don't think these cops were ignorant or incompetent; I think they knew exactly what they were doing. The problem for them is that this guy wasn't falling for their bullying tactics. The guy in the car did a good job defending himself, with the exception that he should have left immediately after being told he was not detained. The cops should be ashamed of themselves, but I doubt they are.

They looked bad, did not accomplish anything and hopefully every members of their family will tell them they "look suspicious but it's not a crime" every chance they'll get. It's not much, but until this video become viral enough to make their chief of police or mayor irrate enough to schedule a training on law abiding citizens and police interactions, it will do.

Yeah , I think that law only pertains to maritime law. On the water you are (shouldn't need to be but) required by law to lend assistance, ie tow a vessel that loses power, or wait until a tow vessel arrives. Something along those lines.
But , things are much different on the water than on the land. Morals will dictate helping an officer not law .
Back in 2004 I gave aid to an officer who was in a physical alteration with a dude and well, not winning. I had my 93 lb 2.5 yo protection trained Giant Schnauzer with me on a walk. I offered assistance, he screamed yes.
Long story short, my dog , not me lol ended that alteration in about 70 seconds, without any force, hist the threat of immense violence from my dog was enough. Thankfully.
I must say tho, now? I'm not so sure I'd be as quick to help(bc of the 10s of Thousands of videos of cops abusing citizens over their hurt feelings or power tripping) and that gives me a yuk feeling in my stomach bc I so wish we did have Peace Officers again who actually put the good citizens (Constitution & Bill of Rights) well & far above and beyond the states/Gooberments interests . Stasi order followers is what we have now. Obviously it's not all and never "all of them" but as many others have pointed out, where are the good ones at, it's rare we see them doing all they can to get the oodles of bad ones fired.

They were definitely in the wrong for detaining him and trying to coerce his ID from him, but don’t think cops can’t run a car’s plates for any or no reason at all. Cops can and do run car plates in the normal execution of their jobs and need no reason to run it. Your car doesn’t have the right of privacy.

No different then the cops that get charged for accessing the database to stalk women or to assist in the retaliation of someone. There are limits to what they can do. And this definitely crossed the line on all counts.

(Just my opinion). I don't agree with this summing up - that the cops "backed off". They had, by then, identified the driver as he already had a record. So they no longer ACTUALLY needed his ID. Had the Cops NOT traced him through their own database - I think the result may well have been either an (illegal) arrest, which they would have somehow later justified - or this man may have given over his ID to prevent that.
