Everyone has more than likely probably figured this out by now but for the parents to come this is a assembly issue. Take the cover off of the base part and make sure you have slid the joint over the hole before putting the screw through. If this doesn't fix the issue then call the company

Literally have the same issue, wish there was a video to solve the problem
I ended up calling graco, and they sent me a new one. They also gave me the option to replace the gears.

I bought one from someone and mine is now doing the same thing! I’m desperately trying to find a way to fix it.
Same issue with me. What I do is I push it for a little bit and it picks up the pace sometimes. But sometimes it doesn't. Weird.
