A MARITIME CLUSTER approach .. But the sorry part is a blue print for a 30 years developmental plan on board ...I have not yet seen ... development without real synergy...does not help much in long term .... and these developments should not be seen in short term perspective and apolitical projects ...purely decided on demand supply gaps of the region
