That is correct, with the rear facing snorkels they can get some water ingress during heavy rain and this needs to make its way out of the airbox. On models where there isn't an adequate drain from factory we will add/upgrade to one of our duck valves.

Why you are doing a hole in body panel if You can use snorkel from 3.2 ranger that's almost plug & play it need's couple of screws ?
I noticed you didnt plug the drain hole in the air filter???
