There is already scp 000 you just added an extra 0. Also it would be impossible to contain since it could just summon the most dangerous scp and kill everybody. It would most likely be an Apollyon class. And adding an extra containment procedure for scp 096 is extra otherwise you would have to do so for every other scp.
