How does an electric meter calculate the bill since the AC current is going both directions? and since current is flowing back and forth, and not going anywhere, bill will be always zero, isn’t it? please clear my doubts

"POTENTIAL COIL" This coil is known as “pressure or voltage” coil and is connected across the supply mains. This voltage coil has many turns and is arranged to be as highly inductive as possible. In simple words, the voltage coil produces a high ratio of inductance to resistance.
Voltage is like pressure in a hydraulic or pneumatic system. If you have a small diameter pipe (or a high resistance wire), you will need more pressure (voltage) to get the same flow (current). Also, with more pressure (voltage) each unit of steam (charge) does more work.
