I'm thinking going for the red secondary runes for more CDR and Movespeed while having Phase Rush.

With Phase Rush setup, Resolve (green tree) secondary runes make for better laning phase (which will be very important this season for early skirmishes and objective prio). Not sure which runes you are referring to?
