Just for the heck of it i would bond one corner to a ground rod. I have been an electrician for a little over 35 yrs and a lightning strike can be very damaging and 40/50 bucks is cheap insurance. The outside corner closes to the house would be an easy place to drill and tap for lug and drive a ground rod a foot off the foundation. Use a piece of #6 solid copper to the ground rod. Great looking porch.
My 45kg dog doesnt like storms much either, one particularly loud one she launched into my lap and the dog, myself and the lounge chair all went over backwards. She just stayed sitting on my chest as I lay on top of the upside down chair. My wife was highly amused...
We don't think it's required, and it feels safe without one. We don't want one on front because we enjoy the view. Top of the concrete is 29 inches. I believe 30 inches is the height required for a railing. However, there's literally no building codes where I live. Maybe if sell the house it might come into question.
