the tonal center is F, but overall I would consider the work strongly modal and freely tonal. The beginning of the last section has a tonal center of G (and imho is my favorite part of the work), but it goes back to F modal for the end.

Wow...Joe makes those high notes seem effortless.
I love Mr. Alessi's playing on this! But this band did him absolutely no justice.
I heard him play this with the Dallas Wind Symphony I believe March 26, or March 28. Amazing!
