Sans with his sheer spam and versatility(because dust has obtained the bullet types of many other monsters)? Or papyrus with his crafty traps and naturally higher stat total? For the match, dust will be intruding on dustbelief's side for this match, allowing papy's traps to play into the fight.

Swapfell papyrus: has some lv to his name, enough to make his attacks stronger but not really he’s hp, while he’s above average with his power, he’s like a sledgehammer, strong, but imprecise, and that power comes at a cost, he can’t fight as long, preferring to quickly kill his opponents then wear them down. Underswap papyrus: the most like undertale sans a swap can be, meaning not a hole lot of power but great stamina, but he’s power comes from not his attacks but his mind, he’s calculating, planning many steps ahead in his fights, able to use his strategy’s to beat those who are stronger than him, but when he meets someone who power can’t be beat with strategy or can match his wits, he falls pretty quickly. Surprisingly, nether have a large power scale here, but for different reasons, swapfell because he just hasn’t been in that much, and swap because he has been surprisingly consistent in his appearances, which is rare for a AU character, thus the Victor here is obvious: it’s swap.
