@@RailPreserver2K EEC 22 is in the shop. They tried to revive it a few years ago but it hasn't happened. It may be preserved. Most all others are believed to be gone.
Your description is vague, do you mean “ a refurbishment “, often times railroad engines go through several refurbishments through its lifetime which in todays age includes the latest technology…and it will also be assigned a new number the operating system will recognize as updated…. Good day …
A good many of them have hidden rust and are better to have them replaced. The UPs are kept because most of the environment they operated in wasn't so damaging.
When I worked at Fort Worth some of the re-used UP cabs had to have steel plate welded into the floors. One time I was in a cab and another worker’s leg went right through the floor because it was so rusted. Luckily he was not injured.

According of GE and Wabtec they call it modernization. A general term used to describe a complete overhaul.
Are the cab replacement really necessary to the modernization plan? I don't really see the difference on the use case
