That is a very big question. And there are many possible answers. The Proko RUclips channel has many art lessons. They are mostly about drawing the human form and face and not about painting. But learning good drawing skills is the foundation of good painting. Watts Atelier has online classes that teach painting specifically. That is the art school I attended and I highly recommend it.
