Emma O'Sullivan. She's in her early 30's now, was probably around 25 when this video was shot. She's probably the most well known Sean-Nós dancer (that means old style Irish dancing where you can move your arms and stay in a small area when you're dancing) in Ireland over the last decade or so. Her initial teacher was Padraic O’Hoibicín, but she also did workshops with a number of other teachers.

I love this music and the dancing. Irish dancing is best when they swing their arms. The straight arm version was only brought in in the late nineteenth century by the catholic church because they thought it was too suggestive the other way. Isn't it a pity, it's so much better when they swing their arms?

Well I never heard that before. The version I understood was that straight arms were required while entertaining English gentry incase they had knives up their sleeves.
