The lack in resources and also number of Audrey Tang for developing the apps, maybe 😂😂 It also requires time to create such software. To wait for the software to be created might cause a halt on the communication and also development of Taiwan.

Four years ago, before President Tsai was elected, KMT was in term, which they seems to be building relationship with China, and this might make them not concern so much. Even now President Tsai just ended her first term, this is just the peak point for Taiwan's democracy. Taiwan seems to have the strongest morale now against China, and they are starting to see how netizens in China are disrupting them, and also the realisation of how their privacy might be stolen by them. Before they might not see it, but now they see how serious this might be, hence only now they are publishing the news of stopping to use Zoom. And also, COVID-19 is an unforeseen event. We were still dependent on face-to-face conversation, and everything has to be noticed and change quickly only by now. If this was a problem that can be seen from 10 years ago, I think most people will also start to develop their own apps or websites for this.
