Because these B9TL batch are BSEP buses, which are owned by LTA itself. The blue seating resembles LTA's colours

Seems like so far only GAS & TTS B9TL been refurbished. Not sure about SMRT but i think SBS ones also refurbished but i think they retain their orange seatings just changed only. Honestly the blue seats do look quite nice but the fabric feels kinda different.
Also good thing you took this bus on 118 at night😅and i think right now its like the holidays. Saying this as 118 demand on weekdays especially the morning peaks are full to the door and sometimes you cant even get on, demand for this service can be quite crazy.
Personally so far i feel these new refurbished b9tls with blue seatings appeared more often on services like 43/43m, 84G/84W and 382G/382W, they do appear on other services too. Soon they will be on every service
Also crazy how these volvo b9tls have already began refurbishment and most already through halfway or 3/4 of their lifespan. I still remember when the K230UBs first refurbished, was i think 3 years ago. Seems like for the Batch 1 B9TL they have only about 3 more years left to go for their lifespan
