I had the same exact problem with the same code. I checked the oven electrical connection, The receptacle, even took the breaker panel off and found no problems. It ended up being A wire connection that had come off on the bake element. It looked like it was on but it was barely touching. The second I plugged it in all my problems went away.

I messed up like that and heard a "pop"... i re attached them correctly and the burners heat, but F9 still comes up and i can't use the oven

This is most likely a ECB issue. Replace control panel
