Note this is also caused by bad cpus or a cpu where a fuse has popped it requiring a bios flash to redect the cpu have this problem when i rma repair hp boards a d recently fixed a 9030 that did all this but just replaced the intel i5 4590s with a another i5 chip

Chek capecitor and lvds cable also
