Generally low-speed vehicles shall be manufactured in compliance with the National Highway Traffic Safety Administration standards for low-speed vehicles in 49 CFR 571.500. more than likely you will need a valid drivers license and insurance but registration/plates requirements may not be necessary.

Most are actually categorized as enclosed mobility scooters since they don’t go higher than 25mph
