Baby pokemon do not count as pre evolutions in the card game 🫶 jigglypuff, lucario, toxtricity etc are all technically basic pokemon but sometimes they release the babies as cards. (Usually they dont need energy for their attacks either) To be fair baby pokemon have always been in their own wee microcosm
