Weed out any with psychiatric issues. In the case of the trigger happy soldier the MOD's selection process wasn't thorough enough and they want to absolve themselves of responsibility. Also bear in mind that the Army had the authority to maintain the rule of law which the Paramilitaires do not

I served in Belfast the following year. It was an open secret that one of the lads who was abusing the soldier who opened fire lost one of his testicles and part of his manhood in the shooting. We used to patrol the Ardoyne asking the locals do they know the whereabouts of that testicle! 😁
It is distressing for civilians. But there no conspiracy to harm them. Heard of a guy who just 'flipped' and shot dead the men near him. He then ran into a guard post and refused to come outside. They just fired CS gas and bullets into the bunker and killed him. Again, everything that could be done to keep civilians safe, usually was done.
Sad but understandable. The guy must have lost friends and colleagues. Grief is awful. Poor guy, he must have been hurtong so much and seeing that guy just triggred his emotional anger and the sadness within him. 🖤
