Having windows in an external ssd and booting always from there, makes the pc slower or the same if you would ran them from ssd inside?

Make sure BIOS setting and the USB installer has created in correct environment. Legacy >secure boot off. If UEFI> Secure boot on. And when you created USB Installer also you have to maintain MBR for Legacy and GPT for UEFI. Hope that would help.
