Can I turn right on red when the red arrow at Zuni and 8th Ave is on?

A lot of drivers need to go back to driver's ed. Some drivers don't care. Some need to go to driver's ed. for their first time.
We have a sign like this and it’s amazing how nuts people become when I’m stopped on the red arrow and they have to wait 20 seconds for the green. The light is there because of the blind curve.
No dum dumb, hence the red arrow!
Specific to Colorado.
Correction: Utah is the only bordering state that also prohbits right turn on red arrow.
Maybe somebody should put a sign up saying turn only on green?
I believe the law is most states (but not FL, where I live) treat a red arrow as a no-turn-on-red.
Only 15 states plus DC prohibit right turn on red arrow. The other 35 permit it.
This isn't quite true. More states prohibit it on a red arrow. 30 states prohibit turning on a red arrow. Traffic engineers should know this if your username is true.

@@robtoftness9074 state drivers manuals are not the law. They are lessons in prudent driving, but not the law. The state statutes say otherwise.
In Colorado, it is prohibitted. Yet every state bordering Colorado allows it.
This isn't true. The only state that may allow it is Oklahoma the rest prohibit it.
@@robtoftness9074 my mistake. It is prohibitted in Utah. They changed the law in 2004.

Wyo. Stat. § 31-5-403
"(B) Vehicular traffic facing a steady red arrow signal shall not enter the intersection to make the movement indicated by the arrow and, unless entering the intersection to make a movement permitted by another signal, shall stop at a clearly marked stop line, but if none, before entering the crosswalk on the near side of the intersection, or if none, then before entering the intersection and shall remain standing until an indication permitting the movement indicated by the red arrow is shown except as provided by subparagraph (C) of this paragraph;
"(C) Except when a sign is in place prohibiting a turn, vehicular traffic facing any steady red signal may cautiously enter the intersection to turn right, or to turn left from a one-way street into a one-way street after stopping as required by subparagraphs (A) and (B) of this paragraph. The vehicular traffic shall yield the right-of-way to pedestrians lawfully within an adjacent crosswalk and to other traffic lawfully using the intersection;"
I’m from that area and I can say that we as a community don’t give a shit about that red light.
