TP4056 is designed for one 18650 battery charging with output of 4.2V, so if you need more batteries in series, you need to add more TP4056. In parallel, you could try using this module to charge 2-3 batteries. Consider also solar panel power (voltage and A) which is needed for TP4056/18650. TP4056 is designed for up to 8V (temporarily 10V) and up to 1A. Also, this module is not really to protect 18650 from deep over discharging, as it stops at 2.4-2.5V, which may be too low for some batteries.

B- wire needs to go to LED - and - terminal from battery goes to out -, that could be most possible problem if you attach them as board say. Protection board works as night indicator. So thats why it is changed by places.
