There are some CIS benchmarks that I downloaded and tried to implement. You forgot about commercial tracking services, companies that sell users' data by combining cookies, GPS, unique device fingerprint, etc. The could even try to inject some code via malicious -porn- websites. These companies have secret contracts with agencies. And are not so controlled by governments (i mean governments have the checks and balances system working) as they usually focus on agencies themselves and not third-party intel. In dealing with others, respect for them should make you consider the need for consent. That is worth consideration! Even if it is a romantic partner, most laws say it is illegal to intercept information from a cellphone without the permission of the person who is targeted.

Everyone worries about their phones tracking their movement, but they don’t realize that their cars movement can also be traced.
If you’re making payments on your car then you better be damned sure it can be tracked, only way around it is to pay someone to “de-trace” your car.
Anything you use that is “smart” can be traced, and by many ways. Don’t do stupid crap, then you won’t get in trouble 😂
Assuming the phone hasn’t been compromised, switching off wifi and Bluetooth and popping out the SIM is probably pretty good. Some phone operating systems may have the ability to completely disable even cellular pings, and privacy-focused phones like the Pinephone have hardware switches to turn off networking.
As for actually communicating without being triangulated, I can only think about using a radio signal on an unmonitored frequency to go to a diy radio-to-cellular repeater. Short wave might be the best option for that since the ionosphere reflections should make triangulation more difficult, though I’m of a mind to add data atop an existing AM or FM broadcast in a way that isn’t audible and doesn’t look any different on a spectrograph.
