These probably could work, but the technique she uses basically fuses the paint with the doll, wich is a lot more durable. Normal face ups would scratch easily, maybe even easier since it's porcelain and not resin, but i don't know.
I get my brushes at physical art supply stores, I just buy synthetic brushes that I like. I would advice you to start from pretty much any basic kit and then look for ones you feel like are missing.

Have you ever tried using msc and simple face up materials? (pastels, watercolours, pants and such?)
