That is not true. As kids we walked a lot with shepherds and from time to time there were also dogs who, because of their excitement, tended to act "out of control" and snapped. The shepherds told us that it is normal that it happens.

Death wobble can also happen with aeroplanes: phugoid motion (happens as an up/down uncontrolled oscillation in this case).
