Solid Edge - Assembly - Frame Design

I cannot find the frame command. Where is it located?

The frame command should be in the Assembly Environment. Tools -> Environs -> Frame.

ahh ok. is it possible to access via a .par file?

No, because a .par file is an part - you need an assembly, so an .asm file (assembly environment).
In Solid Edge, create new: assembly.asm > Tools > Environment > Frame
