Hey bro! It’s not exactly because of that. Each computer governs its own hydraulic actuators to move the control surfaces. So in case of a failure of a primary computer, actuators are reconfigured accordingly. ELAC 2 controls green and yellow hydraulic jacks to move left and right elevator respectively. ELAC 1 uses only blue hydraulic jacks to control the elevator on both sides. So it’s a redundancy issue. Because if ELAC 2 is inoperative and anything happens to a blue hydraulic system, this will leave your airplane with no elevator. Therefore ELAC 2 fault on the ground is a “no dispatch”.
