That ginger haired girl is not Mukuro... she looks nothing like her. Mukuro has dark blue eyes, this girl has lighter, grayish violet colored eyes and the texture of her hair is entirely different, among other physical traits.
I think it's his mother, as the blue hair indicates. It's possible her hair turned from blue to that ginger color to represent her freedom after he frees her from the prison. It would also explain the angel wings (now she's able to rest in peace). Mukuro did have long hair when she was younger, but it's clearly the same woman. They have the same face, eyes, and hair style. It's like him going back to her grave and saying, "It's okay, Mom. I'm doing fine." It would be cool if he could talk to her the way Yusuke did to Raizen.
