@Gagan - At 7:00, it's a battery tender. It is used to keep the battery charged and your engine heated, because in such low temperatures, batteries die very fast. After you start the car and let it heat up, the battery tender is detached. In Finland, paid parking sports with these battery tenders are available, usually in residential areas and near petrol stations. Not sure if it's the same in Norway though.
These have a timer inside, which you can set, based on when the car will be in use.
@6:59 : it is plugged to the block heater of the car engine to keep the engine oil warm. It is used in many parts of northern Canada in winters as well; it makes the cold engine start such a breeze and you don’t have to warm up your car for longer. I hope it helps
