They make it up as they go. Stewart blocked regan smith below the yellow line at dega and smith passed stewart for the win but black flagged smith

As a Mark Martin fan, who watched a "loose lugnut penalty" cost him a win, the Brian Scott caution will always piss me off.
I agree. Harvick winning the Daytona and Mark loosing is another that makes me mad.
