I'm not so sure that's really proto Betty or proto Bimbo, Betty was pretty far along at this time and maybe she's collegiate Betty and he's collegiate Bimbo. The design is very different despite clear similarities. Maybe they are both simply hot little numbers with a touch of flapper.
