(I suppose that is Ciudad del Este?) I guess somewhere around 900 dollars per meter square?
Yes there is, you can definitely buy with cash. Just make sure you agree beforehand with the notary that you will pay in cash. Just be aware that carrying large sums of money is usually not advisable, just be careful when moving money.
I am thinking of emigrating to Paraguay with my 65 year old mom. If I make the final decision, I will hire you to go through with the process. I will also be seeking to purchase an apartment in Asuncion if make the final decision. However, I will purchase this apartment with case rather than through a mortgage.
I am quite surprised, when you first say it is mandatory to get one's residence pass and cedula before being able to buy a property. I was told, on the contrary, that it was not, and that all you need basically is a passport, etc... but absolutely not the residence, be it temporary or permanent. So, was I completely misled to think anyone can buy real estate in Paraguay? Thanks for your clarification.

1% property taxes is very very high, the same as you pay in California. Do the property taxes get re-assessed if the property value changes?
