As I remember, IAF was very much fascinated with Mirage 2000 due to the strikes during Kargil war, In fact it was IAF incompetence that IAF later found out.
    a) Jaguar cannot be used in strikes in Kargil as they are not capable,
    b) They have MiG-29 but it is used only as air superiority plane, there are neither targeting pods nor A2G weapons. The plane, the weapons and training of MiG-29 Pilots were done for Air superiority role and not Multi role, and that time some Air forces were using MiG-29 as MRCA that shows that the top leadership of IAF lacked vision and were highly incompetent. In fact I would question entire IAF top leadership , even now (Rakesh Bhaduria)
    c) The 51 Mirage 2000 that we had in Gwalior were the only strike planes that were capable, but surprise. These were SFC planes, meant for Nuclear strike, and best part is that when IAF purchased them they were only purchased with short range Magic 2 missiles which in 90s were outdated. The Mirage 2000 did not have targeting pods that could be used for conducting strikes accurately,. thats when Israel came to help with their LITENING Pods which IAF was already using them in Jaguars. The French had refused to give source codes that would allow IAF to do it easily.
Now IAF while hiding its incompetence, was trying to show off Mirage 2000 as heroic.
If you want to see more of IAF incompetency, they wanted to order 126 Mirage 2000 to replace MiG-21, remember India was trying to develop Tejas this time but IAF was hell bent not to accept Tejas. so they wanted to add more Mirage 2000 as it was in service.
Now, we had 51 Mirage 2000 and the French had already started to produce their Rafales, the Mirage 2000 line was closed, but the French were expecting order for Mirage 2000 because IAF was eager to buy Mirage 2000 and not Rafale. So there is some connivance between IAF top brass and Dassault, else why were Dassault wanting to keep Line open as they knew that IAF will push the govt of India for buying Mirage 2000. We know IAF often gives such statements. In fact when DM Parrikar had said that if they cannot get Rafale at their price, they will look at other planes, and that time ACM Raha had given statement to media, saying "India needs 200-250 Rafales to maintain edge: Arup Raha" www.livemint.com/Politics/hHJn9aQREtIMywf7pf81LP/India-needs-200250-Rafales-to-maintain-edge-Arup-Raha.html
So when govt of India was trying to negotiate the price, IAF chief made irresponsible and not required statements trying to push for the deal at any price.
Now the MRCA was required to replace Single seat MiG-21, so it becomes in a way logical for Tejas to be taken as thats what Tejas was for, but IAF started pushing for requirements for AESA radar etc etc, The Mirage 2000 they wanted, did not have AESA either.
Coming back to the story IAF wanted 126 Mirage 2000 but when they gave the requirement, the present plane that Dassault was making was Mirage 2000-9 which was way different than what IAF was using, so, the defence Minister asked to make it a tendering process. IAF was ok, IAF give the ASQR in way that it should be easy for Mirage 2000 to win, but then there were many planes wanted to compete, Eurofighter came in with its Typhoon, SAAB with its Gripen. Lokheed with its F-16 Block 60, Boeing with its F/A-18 E/F RAC with its improved MiG-35. This was called MRCA and looking to buy and make 126 planes to replace the ageing Mig-21. Sukhoi wanted to enter with its Su-30MKI which India was using, but they wanted to stop Sukhoi from entering and they put a weight restriction, and thats where the word "Medium" came in. No airforce in the world talks about Light fighter, Medium fighter or heavy fighter, they talk about the role of plane, Long range strike, interceptor, Air dominance etc. Is F-35 called "Medium weight stealth" ?? No. that is not the criteria, the weight class is there for Transport vehicles. The Medium part was added by Air Marshall Bahadur (another sold out IAF top boss)
Dassault was very comfortable that Mirage 2000 will win due to the price, but then with all the latest planes in competition, some of the IAF top brass asked Dassault to remove the Mirage 2000 entry and put in Rafale in its place. Thats how Rafale got it, in fact that should not have been allowed, yet it happened.
Now IAF started changing its ideas to get Rafale to win,
First it tried to remove American planes and planes with American components F-16, F-18 and SAAB were the casualty. They also removed MiG-35 as they said they are using MiG-29 which can be upgraded to MiG-35. Also in the "testing" they found the top performers were Rafale and Eurofighter.
Now there was something more interesting, when the financial tender was opened, the Rafale bid was incomplete and should have been disqualified. The financial bid was incomplete and many points were assumed, this was done by then chiefl NAK Browne (another traitor) I can call NAK Browne a traitor, because he had also told the Cost negotiation committee (CNC) that the Swiss Piltaus trainer will be cheaper and the price will not rise, but the price had gone up, Further was was chief of IAF giving numbers, he does not represent Dassault or Pilatus, did he? Maybe he did.
    forums.bharat-rakshak.com/viewtopic.php?t=6343&start=2280
So it was NAK Browne who was giving some assumed figures to CNC so that the Dassault financial bid could be completed, few members of CNC signed the bid but also put their objections about the assumptions of numbers.
So just to give and example, Dassault would give US$ 60 million for a plane, Eurofighter gives price of US$ 65 million, but then India has to buy the engines for Rafale separately, and that would cost 10 million extra.
So if you look at plane by plane bid, Rafale bid was higher than Eurofigher financial bid as Dassault bid was incomplete, and NAK Browne gave his "own numbers" so that the Rafale would be L1, this shows the corruption at highest level of IAF (air chief no less) who is giving fake nos to fix the deal for Rafale. In fact just after he retired, he was sent to norway as Ambassador.
The cost of the LINE would be almost 1 billion dollars, Also the cost of producing in India was 2.7 times the cost due to training etc, so how could 126 planes out of which only 18 to be produced in France be 10 billion,
Fly off cost of Rafale was US$ 75 million (lowest) so to take the cost
    US$ 75M per plane X 18 made in france, US$ 1.35 billion
    US$ 75M X 2.7 (ToT & increased cost of production etc) X 118 planes US$ 23.895 billion
US$ 1 billion cost of setting up line in India.
The congress deal was going to be US$ 26.245 billion, where as Congress had said it would be US$ 10 billion
And yes, all this was flyway, there are no missiles or weapons in this package, that is extra. Also no spares.
IF you consider the cost of these 126 planes that is US$ 208 per plane, without weapons or spares
Modi deal is considered at US$ 8.7 billion, in this there are US$ 1.5 billion for India specific enhancements, please note, Also missiles (Meteor, SCALP etc) also there are spares for 5 years. Spares are about 5% of cost of plane per year, so for 5 years thats about 25%
So if we try to compare apples to apples
US$ 8.7 billion (€ 7.8 billion) cost of planes Unit price US$ 241 million per plane
Cost of Weapons, € 710 million
Cost of spares, and logicstics for 5 years (PBL) € 353 million
Thus the logistics and weapon package itself is € 1 billion which was not in UPA deal at all. so its about € 6.8 for the planes
Also reduce the price of India specific enhancements which were not part of UPA deal discussions, so the plane costs come to € 5.8 for 36 planes that comes to € 161 million

      Very deep researched
Anyways the curruption is so blatant
I had lost all the hopes when they used shitty mig21 on pak border which was very sensitive at that time and we lost abhinandan to pakistan
That whole scenario was victory for pak and no one questioned indias very incompetent air force
This country cannot survive against chinese

    • @sachinmesta4238
      @sachinmesta4238 3 года назад +5

@@theone7359 Firstly, Indian Mig-21 should be retired!!!
In fact the problem is not really the plane, but in 80's and 90s India was buying spares for the MiG-21 fleet, but we got some cheap spares from some cheap source and that was cheap quality, and that has messed the entire fleet and these faulty/cheap spares are in most of MiG-21,
Many countries use MiG-21 even now, Romania is now replacing its MiG-21 with F-16, their need is because the airframe is way past its life, so is the case with IAF MiG-21s, but our MiGs were failing due to faulty spares, and not due to air frames.
The MiG-21 that Abhinandan used is MiG-21 bis, also called Bison, its a heavily modified plane with Israeli Jammer and able to carry 4 missile. Most pilots describe MiG-21 as a Rocket with pilot seating on it. MiG-21 has excellent straight line speed. In one of the Red Flag exercise in USA, India had gone with its Su-30 MKI and MiG-21, the Americans had lot of trouble with MiG-21s. Abhi's plane crashed as it was shot down. IAF did not expect much reaction from Pakistan post Balakot strike, but when Abhis section was sent up to intercept, they had not put the SPJ on it, as it was Emergency take off. Usually the Jamming pods are taken and serviced and then later installed as an when required. So Abhi and his wingman took off without the jammers installed. Our Jammers are israeli jammers which are excellent. Because our Su-30 MKI had the Jammers installed, hence the PAF F-16 could not take down our Su-30 MKI with their AIM-120C-5.
MiG-21 does not have an good turn rate, its not maneuverable like say F-16.
MiG-21 should be replaced with Tejas ASAP. In fact, I am of the opinion to have two smaller engines instead of one big Engine like GE F404 engine for Tejas, this way the survivalability is better than single engine plane. The plane will look big and Fat, but that will increase its load capability and also ability to survive if there is an engine failure. In case of engine failure , if there is one engine, then the plane would be written off as it crashes. but in case of twin engine, the plane can land at friendly air base.

he says then order 600-700 tejas, firstly thats not gonna do shit, cause its not the operational requirement of the iaf and they need different categories of planes for different needs and forgot the fact that 83 mk1 A deal was signed and about 200 mk-2 deal will be signed as soon as the plane completes its trials and also the fact that we also have to manufacture tedbf and amca and have a very tight schedule and also if we order 700 planes with the speed of 24 planes/year( stopping every other production) it would take about 30 years for all planes to deliver and at that time those planes will be obsolete

    ..what a beautiful conversation. 💕
I actually disagree with one point by Mr. Iyer-Mitra here, the CDS is definitely going to flex, just to assert chain of command - this'll rustle the status-quoists, this's game-theoretically true (and I doubt that Abhijeet would not know this). If the CDS results in the furthering of synergistic operations between the govt. & all the arms of Indian Defense, this'll be highly beneficial for all, wouldn't it? There's now an extra responsible agent (person). In the face of chaos, what happens if we never try, if we stay stuck in a system that has historically suffered corruption?
I'd be delighted to hear Mr. Iyer-Mitra's take on this, surely this can't be bad without even a trial..?

I dont agree that just an escalation means corruption. Normally in long lead time high value contracts a mutually agreed escalation clause may also be incorporated . Secondly supposing you contract for say 36 numbers of an equipment and the delivery is spread over say 10 years or more, one can always factor in the incorporation of the subsequent technological improvements which happen during the process. It is just like upgrading a software after you have bought it with the cost factors for the incremental improvements done in a version upgrade .

I disagree with AIM about not buying more Rafales look realistically even if we order 180+ Aircraft in single go they will enter service by 2038 or later current rate of production is not even 8 but as per HAL they will achieve 16 annually We are not US we don't have capabilities to mass produce like US 100+ Aircrafts annually our supply chain is not mature enough Even China can't match that pace now another thing is giving to much big order is not feasibile for IAF right now until we make our Tejas Good enough or matching capabilities of Rafale completely. Our enemies are inducting J20 in huge no. We have to induct 300+ tejas and then move on to Amca & Tedbf and midst of this process we cant trade our capabilities so to fill this gap we need 90+ Rafales to fill vaccume.

Congress is crying because Modi Govt has completed Rafale deal and deliveries have started, strengthening the Indian Air Force. Today's Congress is nothing but proxy of Pak and China. Antonia Maino never wants Indian forces to be strong and modernized. Congress ruled for decades and still they didn't build border roads, it was Modi who came to power and started building border roads all along LAC so that army could reach remote borders and safeguard India's interests. We cannot expect anything good from Rahul Gandhi, the guy who tweeted for Maoist Stan Swamy. Rahul Gandhi is shouting 'Rafale Scam!' because he wants to create a media environment that look Modi also does corruption, which he doesnt.......Modi Govt should order enquiry and put Congress in the dock....that will keep them shut.

CDS comment is perhaps taken out of context. In the mountains of Kashmir and Ladakh air force role is very very limited. The Russians and Americans learnt that lesson the hard way after a total of 30 years of fighting. India is lucky to have a CDS who understands the nuance. Of course if India was fighting in Punjab, Air Force and even strategic arms like cruise missiles would come into their own. Abhijit normally is bright. but seems to have missed the point totally this time around.
