Something I've read about Onokatsu: with the added M17w rank, keeping him in place put him half a rank further away from Juryo and that would've technically counted as a promotion, so they kind of had to demote him at least half a rank to make up for it. Don't know how true that is, but it's the best explanation I've heard

I have a theory that they are tryi-g to stop the Ryuden-like alternating double digit kachi koshi then make koshi with their treatment of double digit winning rikishi and dropping joi rikishi to get each rikishi to a better rank of where their true skill is at. No sense overpromoting a 10-5 guy only for him to get obliterated the next basho, or for joi rikishi to drop so far that they have no trouble mopping up inferior competition and falling flat after day 10 when they face sanyaku competition. I don’t know I put it into words correctly.

Got the silly joi stuff did not get the silly juryo stuff. It was much more silly than I expected.

I also had them saving Kitanowaka over promoting Asakoryu. I don't feel quite as stupid now since you did too.

Can someone please explain joi bias?

Rikishi that are ranked top 16 but out of san'yaku are usually referred as joi-jin. Top 16 rikishi are the ones that are originally scheduled to be san'yaku's maegashira opponents (it never completely ends up that way as they tend to put lower-ranking maegashira in the running for winning the yusho san-yaku opponents as soon as they have clinched their 8th win, and as joi maegashira with awful records usually get bit easier opponents during last few days even if they were supposed to still face one or two san'yaku members, but they definitely face more of them than non-joi rikishi). On Aki banzuke it was rikishi ranked from M1e to M4e, on Kyushu banzuka it will be rikishi ranked from M1e to M4w.
As such, committee tends to give a bit of preferential treatment to them over non-joi maegashira as they have a way harder schedule on paper.
The issue for banzuke prediction is that it's difficult to get how much weight they give to joi bias for 2 reasons, the first one is that committee members change quite often, and some members tend to have a pretty minimal joi bias (just see it as a tiebreaker, like it seemed to be the case for most of 2023 and 2024) while others have a way more extensive view of that bias (in this banzuke it seems it could be worth 2 ranks in some circumstances).
The second one is that even when committee's tendency is well known, it's not always easy to find a suitable precedent that doesn't have alternate explanations to confirm the first guess (some of the biggest joi bias calls here could also be explained by the fact committee has been extremely reluctant to give over-promotions high in maegashira ranks on last 2 banzuke, maybe as a reaction to many rikishi entering joi ranks just to be demolished last year).
