Yes, you most definitely can. There actually seem to be a few keycodes for it when looking at the list, with the QMK Configurator showing KC_VOLD and KC_VOLU specifically. They are under the "App, Media and Mouse" tab there, and under Media in Via (shown as Vol- and Vol+).
I'm not sure what solder would be best (I'm not that experienced compared to many), but definitely use flux, it is your friend. I was using some old solder of my dad's, which does have a flux core but I believe it also has some lead as part of the mix (which they don't make any more). Definitely my recommendations would be to not rush, use flux everywhere, and if you have a chisel tip or other soldering tip with a flat side, use that for the RGB LEDs. It was super helpful to have that flat surface to push down with. Everything else was fine with the conical tip I have.
Get some soldering tip tinned and a soldering iron cleaner (looks like steal wool). Keep the tip clean and use flux on your components. Also, when you go to solder components, put a bit of solder on the tip of the iron first, so you can transfer heat to the components, then apply the solder.
Depending on the part of the build, you're probably right. I intentionally avoided flux for some of the shots, or used it sparingly, but when the camera was not a concern, I absolutely applied it. Flux is your friend and certainly helped me get this all to work right on the first try.

Do you know if you can you program the rotary encoder to control volume using QMK or VIA?
