Amazing video as always! But, One question I have: Why make this duo to cause damage in parts if there are characters / team with shotguns? I don't understand this kind of decision to create a duo like this.
Gimmick. Damage to parts with sustained damage doesn't make sense lol. Damage to parts + Pierce make more sense or + rocket launchers. I feel like they pump out so much units they have to make these weird mechanics to keep it varied.

[It's not logical] I really hope that these characters bring a good return to the game, because for players with goods teams to break parts or with good characters with Piercing, I can't see them changing those characters to use DoT damage.

It'll probably work as well if you need the healing from Blanc. It's just going to boil down to how strong Sakura will be. If she deals more damage than expected, then the sustain damage boost + damage taken from Rosanna might be a better damage increase.

my belief is they will make an burst 1 with CDR and atk buff that forcefully restore parts on the enemy down the line but im probably MLBing summer rosanna for the lobby screen anyways

If a skill scales on ATK, it uses the base attack stat of a Nikke, if it scales on Final atk then that means it takes into consideration things like skills/overloads etc, and atk dmg buffs increase damage by a percentage. For example if you hit for 100k and get a 30% atk dmg buff, then you'll hit for 130k, but on the other hand if you got a 30% atk buff, then that has to work around things like skill/weapon modifiers and likely wont be as big of an increase.

Well, atm the only unit i put a SRdoll on was SBS and Alice. So i think u can save the materials for a Future unit that u like.
