Unfortunately, no...
However if they haven't deleted the chat on their end then you can ask them to download their data and recover the chat for you.

After you extract the files into a new folder using Winrar. Did you find the 'messages' sub folder into that folder? (Note: Request Download in HTML file extension not JSON)

As long as the chat box has not been deleted from your end, and you have successfully downloaded all the data, it should be there inside a directory having the same name as his latest Instagram account name (not username).
