Christmas Island was a part of Malaya under Singapore administration until the Brits sold them to Australia in the 1950s. It was never Indonesian. Most of the immigrants are from Malaysia and brought by the British.

They are popular for making parody T-shirts, and the one he is wearing here was made in reference to Malaysian general election (hence the "Undilah Cap Ayam" which means "Vote for Cap Ayam" in English). I believe this particular Undilah Cap Ayam t-shirt was made around the time before the Malaysian 13th general election in 2013. I remember wearing the same T-shirt when I went to the polling station that time (yes, I have exactly the same T-shirt). I tried wearing it again for the 14th general election last year but was barred from entering the polling station because the policeman who guarded the station deemed it as "campaign material" which is not allowed at polling stations (weird because they were OK with it in the previous election). I managed to cast my vote anyway when I wore a jacket on top of it. By the way the sentence at the bottom reads "sori beb! t-shirt ni gua beli bukan free" roughly translates to "excuse me! I bought this t-shirt, it wasn't handed out to me for free", which is a sarcasm towards some political parties here who often giving free handouts when it's near election day. Those are written in Malay slang in Malaysia so it's not exactly Betawi.
