Oomaeda might act like a moron and a joke. With a ridiculous weapon as his shikai.
Then he pulls off a "you know what, Soi Fon, who hates my GUTS, still put me as lieutenant for a reason, that reason being, I'm second just to HER."
I don't like Oomaeda. But he's significantly stronger than people give him credit for.

She's one of my favorites but she has the lamest Bankai in Bleach, considering her deadly Shikai.

Not in the sense it's not a cool ability - it is, very much so. But in Bleach, every "extreme" abilities such is that, or Aizen's hypnosis, or even the "imagination" of Gremmy - all of these effects are effective as long as there's a proper correlation between spiritual energy of "attacker" vs "defender".
Soi Fon wasn't able to double-tap Aizen precisely for this reason. But her bankai, on the other hand, is a sheer destructive power. They are polar opposite in every single way - and that's an amazing trump card to have.
Her bankai was able to badly damage Baraggan in his release form, for crying out loud. NOTHING else had that effect up until Hachi figured out his fatal weakness.
