As far as not getting grain aid from America is concerned, there were many political and economic reasons behind it:PL-480 Agreement: India started importing grain from America under PL-480 (Public Law 480) in the 1950s and 1960s. America used to sell grain to India under this scheme, but this agreement also became a means of political pressure. Relations between India and America were not that good in the 1960s, especially due to India's Non-Aligned Movement and America's relations with Pakistan.India's policy: At that time India was also maintaining good relations with the Soviet Union. America did not like India's neutral bloc policy, and this also affected the supply of grain under the PL-480 scheme. America delayed or stopped the supply of grain on some occasions to put pressure on India.American conditions: America also wanted to keep some political conditions in exchange for giving grain, which included stopping India's nuclear program and change in foreign policy. India refused to agree to these conditions, leading the US to withdraw aid. This situation led India to emphasize agricultural self-sufficiency, and the Green Revolution began in the late 1960s, which greatly improved India's agricultural production.

In the 1960s, India did indeed face severe food shortages and famine-like conditions due to crop failures. The situation was primarily caused by a combination of factors, including adverse weather conditions and outdated farming practices. India did request assistance from the United States and other countries to address the food crisis.
it's important to note that the U.S. did not refuse to provide food grains. In fact, the U.S. did offer assistance through the PL-480 program (Public Law 480, also known as "Food for Peace"), which provided food aid to countries facing food shortages. India accepted this aid, and it played a crucial role in helping the country overcome its food crisis. The PL-480 program provided wheat and other food grains to India, which contributed to the Green Revolution and helped increase agricultural productivity in the country.
So, while there may have been some initial logistical challenges and negotiations, the U.S. did provide food aid to India during the 1960s to address the famine and food crisis.

In 1943 ,famine occur due to unbalance between resources (food) and population....when population is increasing more faster,it leads to intense pressure on finite food availability and ultimately leads to famines,apart from that I think British rule is also responsible for the scenario of famines in 1943 because their only aim was to exploit india and prosper Britain......

Most probably mam india during 1960 is not supported by usa because it was the period of cold war between usa and russia, though india didn't support Russia openly but supported indirectly, and that could be the reason of why they didn't give food supply to india

During 1960s india faced food crisis due to zoning policy, monsoon crisis and due to wars that happened in 1947,1948,1962 ,1965 with china and Pakistan,all resources get divergerd in these wars which ultimately leads to food crisis,famous slogan, jai jawan jai kisan was also given by PM ,
We take help from uSa , but it give us the lowest quality of rice ...that time
Mexico and Phillipines also help us ..
Us didn't want to help india because we are not the part of usa alliance NATo , instead we are the part of third world order, NAM, usa didn't like it ....
