Hi Debs - I would absolutely love to do this race but registering as a foreigner is just mind-boggling! Did you need a medical certificate or membership of eg England Athletics?
Ahhh yes I had the exact same issue! I ended up joining my local running group who are affiliated with England Athletics, and they processed my registration. I was then given a number and registration card I could use for the Florence Half Marathon. A word of warning though, the registrations are processed from 1st April each year so don't leave it until the last minute like I did or it becomes very problematic! :) Good luck with the event, it has been my favourite road race so far!
