You misunderstood why the ticket lady wouldn't let him in the city. They were not worried about human illness they were worried about animals. Humans come and go regurarly so the city already had all the normal illnesses. The problem is the city is surrounded by a wall and apperently doesn't have any of the natural predetors for cabbage slugs. So if cabbage slugs got into the city then it could multiply with nothing to eat the slugs and keep the numbers under control.
Yeah man because cabbage slugs are an invasive species the type of species that are brought into an environment where it doesn't belong and the purpose of invasive species is to damage the ecosystem that they are brought into or what humans have done and if they get in then the ecosystem will be effected and without any natural predators to keep them in check then of course the cabbage slugs will have an easier time evading these Earth kingdoms and thinking also cost nearly the percentage of Extinction of natural or rare species because these invasive species are getting too comfortable in those environments and having all you can eat buffet so that would apply for the slugs it also they do multiply really fast so it's even harder for us humanity to even fully get rid of those species
